Hello everybody. We’ve been starting to get motivated for events in the spring. Life got ahead of us for coronation, but we will be swearing fealty at Crown Tournament, while their majesties are sitting.
Beyond that, we don’t have much going on. There are things being worked on, but not ready to announce yet. If you are going to an event where you would like to see us, or where someone is getting an award, please let us know.

The second anniversary of the Gryphon and Rose tourney at Framingham fighter practice is this week. There will be cake.


Officers:

Seneschal Lady Sugawara no Naeme
We have some officer changeovers, we will cover as we get to those officers.

We need a new member for the financial committee. The committee is required to have an odd number of members, and currently includes the Baron, Baroness, Seneschal, and Exchequer. Irini has been serving as the extra member, and we would like to let her retire. Please let me know if you are interested, preferably by the next meeting.
We are supposed to keep the financial committee meeting minutes available, and they have not been. I feel they should be on the website, and they aren’t.
Uknown: I worry about pubishing financial data?
Alrylana: The council minutes already include balances and such.

Frithuric: I believe putting it on the website is appropriate.

I will forward the minutes to the Secretary for publishing.

Falling leaves happens before September council if we push it back a week for labor day. Do we want to move the meeting up instead?
Eowynn: It should be noted with respect to the September meeting we usually don’t have a meeting in August.

Sugawara: Correct, this is a reason to bring it up now.

Multiple: I prefer to move it up a week.

Sugawara: Sounds good, we will do that.

Justin: I just wanted to mention that the Chancellor minor went out to Quintavia last month and received a thank you from them for helping out with a medieval themed event for the Cub Scouts.

Things are proceeding more or less normally.

Newcomers night continues to be the 4th Monday of the month. Please point newcomers in our direction. My deputies ran newcomers night this month in my place.
The new discord server is a coproduction of the Chatelaine and the Social Media Officer.
Thorfinn: We are working on getting the new server of the ground, working with the kingdom. We need moderators and admins, please let us know if you are interested.
Justin: Kingdom policy says we should have five, so please volunteer.

Knight Marshal Master Valerian of Somerset

I have been doing this for long enough that the Kingdom has decided to enforce term limits. Lord Albrecht Ostergaard will be stepping up in my place. Master Giles William Trout (Billy Fish) will be serving as deputy.
Sugawara: Thank you for your service.

Billy Fish: We’ve been getting an average of 10 people the last several months at Salem Practice. We may pick up people from New Hampshire. We’ve been talking about having an Art Corner. We need to coordinate with the site, but we’re working on it. It’s about $300 a month, at the moment we’re brining in about $230 a month.
Sugawara: We had tentatively agreed that the Barony would cover it for some time.

Donato: Do you expect donations to increase over time?

Billy Fish: I do, we’re expecting a couple of more fighters, and maybe the A&S people.

Frithuric: We probably want to look at revisiting this regularly so it’s not an indefinite thing. Do we want to consider combining finances with the Framingham practice so one can subsidize the other?

Cathain: At present the Framingham practice fully covers it costs, so we likely could use some funds from that to support the new practice.

Arylana: Did you talk to the Canton.

I did, but the Canton has less funds to support.

Arlyana: Please make sure the Canton is kept in the loop.

Will do.

Edvard: I’d love to help out with promotions.

We’ve had a lot of folks coming down from Portland and Nothern NH.

Donato: I propose we subsidize it for 6 months and revisit at that time.

I have started a bi-weekly Q&A for A&S people in the barony. If you are an A&S person, I would like to send you a 5 question survey that I can post to the website. Otherwise, I am always available to help people with their A&S activities.

Web Minister Lady Elspeth of Ruthven

We’ve come up with a google form for people to enter details that we can use to put events on the calendar, as part of trying to make the calendar more useful. The Form is linked from the website.

I know I worked with the people from the Salem fighter practice to get their event listed. We are asking anyone who has a regularly running practice or gathering to please use the form so we can standardize the format for existing events and make sure we have complete information. Updates will be happening *once a week*, probably on Saturdays, so please be aware of that especially if your event is a one-off or monthly.

Chronicler Lady Ysabel da Costa:

Nothing to report this month. An issue of the Miniscule went out last month, and we are publishing quarterly. If you would like to submit anything for inclusion, we’re here.

Dance Master Justin du Couer.

We are continuing to meet on the third Tuesday of every month, this month will be Apr 15th. Please come by, if you would like to just hangout and work on projects, we have plenty of space.
We had a northern/central dance practice yesterday in Bergantal. We’re hoping for more.

The archives need to move out of Guinemere’s basement. Thank you to Gudrun for dealing with this, but let me know if you need help with transportation..

Unknown: Have the archives been digitized?

No. Aaradyn’s term as seneschal interrupted the process, and she’s taking a needed break from office for some time.

Thorfinn: Is it just scanning paper documents, or are there more 3D objects.

What we’re interested in digitizing is almost entirely paper.

Edvard: I’d be willing to help with that project.

Eadgyth: Some standards would need to be developed about what needs to be digitized, and that was what was delaying the project.

I would need to check that.

Magdalena: I’ve already been running the Fencing Wednesday Practice.

Marshal Archery Master Peter the Red
Archery happens every Sunday barring extreme weather. 10-1 in Carlisle. This Sunday is the last we can do the winter challenge. Following archery, there will be a forester event of weaving a living fence. If it’s raining, we have shelter, and we have loaner equipment.

Marshal Thrown Weapons Lord Pandaulf of Fenmere

We are in need of building new tripods for the thrown weapons targets. We’re going to be doing that at the Framingham and Carlisle practice range. We’d also like to have some stands set aside for transport to events. Therefore this Sat 10-1, there will be stand building at Symon and Dierdre’s in Framingham. If anyone wants a personal stand, we will be happy to help with assembly, if you contribute for the hardware.
We are asking for up to $100 from the Barony for materials, we expect it to be less.
Frithuric:
How much will the hardware cost?
We think it will be roughly $12/stand, but we don’t have exact costs.

Sugawara: May I see a show of hands?
Funding approved.At some point it’s going stop raining and being cold, and practice will resume at Symon and Deirdre’s on Sat, and some practices in Carlisle on Sunday.

We are also looking for thrown weapons marshals to run practice. There will not be thrown weapons practice the weekend of Rapier Crown.

We’ve decided to put the overflow of the feast stuff into Valerian’s barn, and that will be handed off this week.
We will need to pay for storage shortly. If we prepay for a year, it saves us one month of the cost (12 gets you 13, $1474.80 for the year). It’s due mid-april. I can double check the price and get in touch with the Exchequer.
Maegwynn: Where did we land on getting on pop-ups?
There was a bunch of discussion on alternative sources, and it fell by the wayside.
Maegwynn: It seems like now is the time, between clearing some space in storage, and moving into the warm season.

The archives will be moving into storage, so we need to check how much space is available.

I will look at prices for May meeting.

Gudrun: So renewal moves forward 1 month each year?

Yes.

The main elevator has still not been fixed, which means access is a little limited.

Events:

Falling Leaves: Maegwynn Filia Brun

Falling leaves is moving forward. It will be EK Equestrian champs. We have people for Heavy, but we need people to manage the remaining activities. Archery, Thrown, Rapier, A&S, please send me an e-mail. Heavy will be doing a prize tourney. We encourage other activities to do so as well.
At present we don’t have anyone to run dayboard. If anyone would like to step up, it would be appreciated. If not I will look outside the Barony.
Justin: Do we need a dayboard? Falling leaves did not have a dayboard for the first 25-30 years.

Because it is a champs event, with a large crowd and royals, people are going to expect a dayboard. The budget I put out included an open dayboard.

Call for Bids:

Sugawara: Start thinking about events such as Winter Nights now.

Thorfinn: We did see on the FB page somebody posted a demo at a library in Woburn, kid heavy. (end of summer reading festival). Aug 16th. Chess, Arts and Sciences, Martial?

Donato: It’s the Saturday after Pennsic, so take that into account.

Amendment Proposals 2025

Administrative change

Jongleurs is misspelled as “Joungleurs” throughout  the policy document.

PROPOSAL 1

Section IV. Events

Remove IV.7 

“Event stewards will abide by the financial policies concerning events.”

and renumber remaining item(s).

Logic: This is entirely redundant with 1, which reads: All events held within Carolingia shall be done so under the direction of the Seneschal and within guidelines set forth in SCA or East Kingdom Laws and Policies.

PROPOSAL 2

Section III. Meetings

Edit 2 to add [Regular]  to start of sentence.

Regular baronial meetings must be announced at least two weeks in advance by the Seneschal via official channels

Logic: see below. allows for special council meetings to be called with less notice. Such as to approve event edits between regular meetings.

PROPOSAL 3

Edit 3. The secretary should see that meeting minutes are published promptly following each meeting. This is the only duty of the secretary.

Logic: Must be…doesn’t work, isn’t enforceable, and has no teeth. But if our secretary regularly cannot do this we should replace the sec. Concise, prompt not are better than verbose, long delayed notes. ]

PROPOSAL 4

Add 4.

4. The seneschal may call special council sessions on short notice to deal with time sensitive issues between regular meetings. With a 50% quorum of individual voting members, special council votes will have the same weight of full council votes. 

Logic: stuff happens. especially when we skip meetings in august. Safe guards are not written here as I assume good intentions from seneschal and council.

PROPOSAL 5

Proposed change:

Financial Policy.  

Change:  Section 6-1-2-1 Change to”  Officer and guild stipends. Every officer and guild head is entitled to a $100 per year stipend to spend on the office’s or guild’s needs. Receipts must be turned in to the Exchequer for reimbursement.  (Only change is the amount from $50 to $100.)

Add: Section 1-2-1a  . The amount of the officer and guide head stipend shall be revisited annually to account for inflation, as part of the annual policy review.  The Financial Committee shall make a recommendation to Council.

Proposal 7: Baronage Vote

Intent:

Grant their excellencies a vote on the great council.

Rationale:

In general, votes in council represent major officers or roles within the Barony. No one on council represents the populace as a whole. Most of the roles are not selected by popular vote, or are selected by a vote of the specific constituency represented. While it is true that their majesties can override the popular vote for the Baronage this appears to be rare, and is still the closest we come to a true popular vote for any office. As such, I believe their excellencies should have a vote on council.

Proposal 8: Joint Tenancy in Office

Intent:

Limit votes to one per office, regardless of the number of individuals sharing that office.

Rationale:
At present, there are no restrictions on the number of people who can share a given office. While this isn’t common, it has happened. The purpose of this change is to make it clear that each office casts a single vote in instances where that is the case.

Textual Changes:
Add “1.E.4 In the event an office listed in 1.E.1 is held jointly by multiple individuals, those individuals will cast a single vote on great council. In the event that no decision on the vote can be reached by those individuals, jointly, the vote will count as an abstention.
