Policy Amendments Final Wording

Proposed Amendment 1: Guilds & Voting Seats on Council


To clarify which Guilds have a voting seat on Great Council


This section would get inserted near the beginning, between “Purpose” and “Section I. Officers”.


Definitions:
In this document, unless explicitly stated otherwise, all references to officers, cantons, orders, or any other positions or groups shall be held to refer to Carolingian entities. Also, unless explicitly stated otherwise, all references to guilds and boroughs shall be held to refer to such groups that have received Carolingian charters.

Proposed Amendment 2: By-Law Amendment Review Timing


To clarify when the By-Law review may be postponed


Final wording to be added to Section VI. Policies Amendments:
VI.G. The annual review of the By-Laws shall not fall within a month following a change of Seneschal or Baronial Seat. If such a transition occurs during the process, then the process will be paused for a month.

Proposed Amendment 3: Grammar correction


This corrects a typo.


Final wording to correct F. of Section VI: By-Laws Amendments:
VI.F: The Seneschal must ask the populace of Carolingia for suggested amendments to the by-laws once per calendar year.

Proposed Amendment 4: Gendered language in the Baronial Order


This removes the last remaining instance of gendered language in these bylaws, and avoids the potential ambiguity, if simply replacing “his” with “their”, of whether “their” would refer to the Order or to the candidate. This language also reflects the wording choice of the corresponding section in VII.B.2, for the non-polling Order.


VII.A.1.a: A candidate must be informed of the responsibilities and privileges of the Order as set down in these by-laws, and may not be inducted into the Order without the candidate’s prior consent.

Proposed Amendment 5: Baronial Orders Arms


This corrects some typos, brings the description closer to the text for the polling Orders, and updates the blazon for the Order’s insignia to match the blazon as it is registered with the College of Arms. This does not change anything about the actual registered insignia, as the College of Arms registers the image, not the words.


VII.A.2.b: The insignia of the Order of the Daystar is: Azure, a pall wavy between three suns in their splendor Or.


This updates the blazon to match current College of Arms practice. This does not change anything about the actual registered insignia, as the College of Arms registers the image, not the words.


VII.A.3.b: The insignia of the Order of the Moon is: Azure, a pall wavy Or between three moons in their complement argent.

This updates the blazon to match the blazon as it is registered with the College of Arms. I would note that “plenitude” and “complement” are functionally equivalent, so if Council determines that there is a preference for “plenitude”, there should be no issue retaining that, but the pronoun “their” should be added regardless.


VII.A.4.b: The insignia of the Order of Perseus is: Azure, a pall wavy Or between six mullets of eight points argent.

This updates the blazon to match the blazon as it is registered with the College of Arms.


VII.B.1: The Order of the Comet of Carolingia is granted to children, fifteen years of age and under, or at the discretion of their Excellencies, who enhance the Barony through their service, arts and sciences, or martial pursuits. All inhabitants of the Known World fitting the age requirements are eligible for this order, provided only that their activities have been of especial benefit to the Barony of Carolingia. This award is therefore not redundant to the recipient of a similar Kingdom order, but implies a different geographical center of activity. The insignia of the Order of the Comet of Carolingia is: Azure, a pall wavy between three comets fesswise reversed Or.
